New Urbem is a city that has a high level of crime. Which is why the Deavors brought Elastigirl and a few second-rated Supers there, as them helping the city, having high chances of finding people that need their help, and finding criminals to fight, while broadcasting it to the world with their suitcams, could help them in their task of making supers legal again.
